Help earthquake victims in Koryakia!

Brothers and sisters!

On 21 April 2006 an earthquake with a magnitude of 8 on the Richter Scale struck the Olyutorskiy District of the Koryak Autonomous Okrug. Four settlements, including the homes of more than 4,500 people, were located in the most heavily shaken zone. Thirty-seven people were injured during the earthquake. Thankfully, none were killed. In the villages of Korf and Tilichiki, many buildings have been greatly damaged, including the hospital, the school, two kindergartens, and four thermoelectric stations. All heating and electricity systems have also been destroyed.

The Olyutorskiy District is located in the Far North of the Kamchatka Peninsula. During this time of year, average temperatures in this area remain below –15 degrees Celsius. Last weekend more than 534 people were evacuated from the affected villages, including 271 children.

The underground tremors are still continuing. For the last three days, 19 earthquakes, many reaching 5 points on the Richter Scale, have continued to strike the area of Cape Olyutorskiy. The smell of hydrogen sulphide was noticed coming from one of the rivers in the Olyutorskiy district. People are afraid to go back to their houses. The indigenous representatives who live in the disaster area do not want to be evacuated.

There is an 80% chance of a second major earthquake striking the area, according to the assessment of the Kamchatka branch of the Russian Expert Council on Earhquake Prediction. This second earthquake could reach a magnitude of 7.4. The question of evacuating the entire population of the villages of Korf and Tilichiki is being discussed in the Koryak Autonomous Okrug.

The Kamchatka Regional Association of Indigenous Peoples of the North, together with the Itelmen People Council “Tkhsanom”, announces a fundraising effort to provide help to the people of Olyutorskiy District who have suffered from these earthquakes. We urge you to give help to our fellow tribesmen who are the hostages of disaster and who are without a roof over their heads in the severe conditions of the Far North.

All of the collected donations will be given to the local Association of the Indigenous Peoples of the North in the Olyutorskiy District. Any donations you can give, however small, will be of great help to the earthquake victims. It is not known where the disaster will hit next. A demonstration of unity of the indigenous peoples will help to strengthen the spirit of the victims and show that they will not have to face their troubles alone.

Reindeer-breeders of the Barents Sea region will discuss possibilities for cooperation

On 26th–27th of May a Seminar on reindeer-breeding issues in the Barents Sea region will take place in Toivoniemi (Finland). The aim of this Seminar is to find out opportunities for economical cooperation development in the field of reindeer-breeding.

Various enterprises, organizations and individuals, who are involved in reindeer-breeding of the Barents region (Norway, Sweden, Finland, Russia: Nenets Autonomous Okrug, Republic of Komi and Murmansk Region), attend the Seminar. Organizers of this event are the Saami Area Educational Center (Inari, Finland), the Reindeer-breeding School (Kautokeino, Norway), and the Training College # 26 (Lovozero, Murmansk Region).

Participants of the seminar will learn about Arctic Council and the Northern Forum projects on reindeer-breeding, and the possibilities of financing from international projects. The president of the Association of Nenets People “Yasavey”, Vladislav Peskov will make a presentation on the “Current situation in reindeer-breeding in the Nenets Autonomous Okrug”.

Funding initiative for Humanities and Social Science based research in the circumpolar North:

"BOREAS - Histories from the North: environments, movements, narratives"

This is a research funding initiative coordinated by the European Science Foundation, targeting humanities and social science scholars specializing in arctic and sub-arctic research in Europe, Canada, the USA, and Russia. Please note that BOREAS will only fund international Collaborative Research Projects (CRP), with participants based typically in at least three countries. The deadline for proposals is 27 June 2005.

The Tromsø Master Programme in Indigenous Studies

The University of Tromsø, N o rway, proudly presents our multi-disciplinary Master Programme in Indigenous Studies. Aiming to recruit Saami, Norwegian and international students, the Master programme is designed to equip students with comparative perspectives on indigenous issues.

The students will benefit from the research-based knowledge at all participating units at the University of Tromsø . By bringing together perspectives and contributions from different faculties, the programme will offer a unique opportunity for students to specialise in indigenous issues and give them a deeper understanding of the diverse yet similar realities of indigenous peoples.

Key areas to be covered by lectures and literature range from theoretical issues to resource management and social development; from colonial histories, indigenous rights, world views, art, identities, cultures and health issues, to local, regional and international politics. Lectures on the situation and history of the Sámi people will form a basis for comparative and international perspectives. The programme starts in the middle of August 2004 and will be taught in English.

The programme is based on collaboration between the Faculty of Social Sciences, the Faculty of Law, the Faculty of Humanities and the Centre for Sámi Studies. The Faculty of Medicine will also contribute to the programme. Responsible units are the Faculty of Social Sciences and the Centre for Saami Studies.

Publication Release:
"Snowchange Community Book on Change"
Tampere Polytechnic, Finland

After four years of work, the Snowchange project at Tampere Polytechnic in Finland releases the "Snowchange Community Book on Change." Communities and participants from Alaska, British Columbia, Nunavut, Faroe Islands, Finland, Iceland, Kamchatka, and the Kola Peninsula share their observations, dreams, poems, and stories in cooperation with scientists, experts, artists, and community members. The project, in operation since late 2000, has organized two conferences on "Indigenous Observations of Ecological and Climate Change." These meetings, held in Tampere, Finland and Murmansk, Russia, brought together people from northern communities. The Snowchange project has cooperated with the Arctic Climate Impact Assessment (ACIA), Worldwide Fund for Nature, various communities, research institutes, and universities.

In November 2002, WWF Finland chose Snowchange as the "Best Ecological Project Of the Year" to receive the prestigious Panda Prize. The publication will be released in May 2004. We are now accepting early orders of the Snowchange book.

PhD position in arctic ecology

Arctic Centre, University of Lapland is seeking to fill a PhD student post for the period 01.04.2004 to 31.12.2007. The student will work full-time as part of a small research team in close cooperation with a geographer and one or more social anthropologists in the Finnish Academy project “Environmental And Social Impacts Of Industrial Development In Northern Russia”. Specifically, this project will make a comparative study of effects of petroleum development in two key areas in northwest Russia, the Nenets Autonomous Okrug and the Yamalo-Nenets Autonomous Okrug. There will be important links to the global level on the basis of scientific and indigenous or local knowledge.

The project will be based at Arctic Centre in Rovaniemi, Finland.

An invitation to join a special media project

The Saami division of the Norwegian Broadcasting Cooperation (NRK) has started a new project with the purpose of building up a common network linking indigenous television and radio stations worldwide. This cooperation will enable indigenous broadcasters from all countries to quickly exchange news stories, documentaries and other information on indigenous issues.

As an alternative to mainstream news, this cooperation focuses on indigenous journalism and sharing indigenous stories. This provides an opportunity to broadcast comparable and related information. In this way we can benefit each other and bring the indigenous world closer together.

The common network will be based on a website, e-mail and address list. Any indigenous broadcaster with access to this network will be able to view, listen and download full-quality news stories from all other broadcasters in the database. The website is at the planning stage and under construction at the NRK main office in Oslo.

Currently NRK Saami Radio has beneficial relationships with Swedish Television and radio and YLE in Finland. In addition, we cooperate with Kalaallit Nunaat Radio (KNR) in Greenland and the Saami radio station in Lovozero (Murmanskaya Oblast, Russia).

We are inviting broadcasting stations and reporters with relations to indigenous communities in Russia to join our project. We will find measures to overcome the language barrier. Please contact us for more information!

New website on Chukotka and its Yupik population

Danish Chukotka Expeditions has produced a website (http://www.connexion-dte.dk) that contains information on the Yupik population in Chukotka, their language, occupations, and politics. It also has information on Chukotka in general and on a series of expeditions. The website’s languages are English, Russian and Danish.

Furthermore, the web site offers 125 brilliant photos from Chukotka, a video on walrus hunting, and an audio file with traditional Yupik song and music.

The Pacific Ecological and Resource Center (PERK) is planning to carry out an international exchange programme concerning the management of own land resources by the indigenous peoples of Russia, USA and Canada. Applications are accepted from representatives of the indigenous minorities from the North, Siberia and Far East. The exchange programme will be held from June 7 - 21, 2002. Five representatives from the indigenous minorities will be selected from the applications received for the trip to the USA and Canada where questions relating to the management of own land resources by the indigenous peoples shall be discussed. All expenses shall be paid by our side.

Indigenous Observations of Climate Change
22.2.-24.2.2002

A three day workshop will be organised in February 2002 in Tampere, Finland to document and discuss the observations and impacts of the Climate Change in the European and Russian North. Global climate change will affect the entire Arctic, and is the largest and most widespread environmental threat the region faces over the coming years and decades. Circumpolar communities will be in the frontline when the warming of the climate occurs.

The Round Table is organized under the Institution Building for Northern Russian Indigenous Peoples’ Project financed by the Canadian International Development Agency.

ANSIPRA on the INTERNET

A grant from the Barents Euro-Arctic Region has allowed us to establish this new Internet website, which will increase the flow of information through our network significantly, at least for those having access to the Internet.

We expect to distribute information continuously through updates of this website. We encourage you to send us any relevant contributions, news, updates or Internet links that we will consider to present on the ANSIPRA website. If you have previously sent contributions to the ANSIPRA Bulletin about your projects or activities, please check on the website if these are still up-to-date. We would be happy to replace them with updated versions.

Information updates on the website will in general correspond to our newsletter, the ANSIPRA Bulletin. We will continue to issue the printed bulletin about twice a year; .rtf files of the issues will be available on the website for downloading.

Because of the poor Internet access among our readership in the Russian Federation, Russian addressees will continue to receive the printed bulletin. But if you live outside Russia and want to receive the printed version of the bulletin in the future, you have to confirm this actively. An inquiry letter will be sent to you soon.
